While the new feature does not intervene to prevent the performance hit that may be introduced, it does serve as a helpful piece of information. A pop up notification lets you know any time a program is configured to run at startup, and offers advice about how to change this behavior if this is not acceptable.
Although this is not exactly a ground-breaking feature, it will go some way to helping people to understand why their system may be gradually slowing down.
